Empowering Maine’s Next Generation: Good Helper Foundation’s Youth Driving Initiative extension

Imagine an 18-year-old in Lewiston. This scene is a composite, but it represents the real-life situations experienced by many families.

He has just received a job offer at a workplace where the shift starts at 6:00 a.m. His goal is simple: work, help his mother pay the rent, and start building his future.

However, the first morning bus doesn’t allow him to get there on time.

He holds a learner’s permit, but has no vehicle. His mother doesn’t drive. His uncle works the night shift. He is still missing 52 of the 70 required hours before taking the road test.

The employer tells him:

“We need someone reliable starting Monday. Will you be able to be here every morning?”

This young man doesn’t lack motivation, intelligence, or discipline. What he lacks is an available adult, a reliable vehicle, and 52 hours of supervised driving.

Here is the real conflict: a job exists, a young person wants to work, but the lack of mobility keeps them apart.

The wrong response would be to tell him: “Try harder.”

The responsible community response is to provide him with a framework that allows him to practice legally, learn properly, and take the road test with the necessary skills.

Our Proposal: Youth Driving to Independence

Good Helper Foundation proposes extending Driving to Independence to youth under 21 who hold a learner’s permit but lack an adult or a vehicle to complete their required supervised driving hours.

This program does not replace legal obligations or certified driving schools. It provides practical, structured, and documented support that complies with applicable regulations and is coordinated, when necessary, with parents, guardians, employers, schools, and relevant authorities.

Proposed 12-Month Goals

GHF could reasonably aim to:

• Enroll 30 to 40 youth aged 16 to 20;

• Provide 1,400 to 2,000 hours of supervised driving;

• Help at least 20 youth complete the required 70 hours;

• Prepare 15 to 20 youth for the road test;

• Enable at least 12 youth to obtain their driver’s license;

• Help at least 10 participants access employment, an apprenticeship, training, or higher education;

• Offer workshops on distracted driving, speeding, night driving, auto insurance, and legal responsibilities;

• Track participants’ accidents, traffic violations, suspensions, and professional progress over a 6 to 12-month period.

Why Fund This Extension?

Funding this program isn’t just paying for fuel or maintaining a car. It means funding the missing link between:

• A young person and their first job;

• Training and a career;

• A low-income family and a new source of income;

• A learner’s permit and truly safe driving;

• Dependence and autonomy.

Maine cannot afford to lose part of its next generation of workers simply because they cannot find someone to accompany them during the required 70 hours. In an aging state, every well-prepared, mobile, and employable youth counts.

Driving to Independence for Youth will transform a difficult obligation into a structured pathway toward safety, employment, and responsibility. It will not simply hand a young person the keys: it will teach them how to use them legally, safely, and in service of their future.
